Keeping the Peace: Lasting Solutions to Ethnic Conflicts | Report Error | Author: Daniel Byman | Publication Date: March 2002 | Publisher: Johns Hopkins Univ Press | Description: 'What strategies can a government use to end violent ethnic conflicts in the long term? Under what conditions do these strategies work best, and what are their limitations? Are there some ethnic conflicts that governments simply cannot solve? Drawing on an intimate knowledge of the Middle East as well as the experiences of trouble spots in Asia, Africa, and Europe, political scientist and RAND analyst Daniel Byman examines how government policies can affect—and, in some cases, prevent—the recurrence of violent ethnic conflict.
Byman identifies and describes five key strategies: coercing groups and leaders, coopting key elites, changing group identities, implementing power sharing systems, and partitioning states. After weighing the strengths and weaknesses of each of these internal solutions, he also considers the benefits and risks of outside intervention.' | http://www.amazon.com/exec/obid | Date Added: 11/15/2003 |

Nationalism and Ethnic Conflict | Report Error | Author: Michael E. Brown (Editor) | Publication Date: September 2001 | Publisher: MIT Press | Description: 'Most recent wars have been complex and bloody internal conflicts driven to a significant degree by nationalism and ethnic animosity. Since the end of the Cold War, dozens of wars--in Bosnia, Kosovo, Rwanda, Somalia, the former Soviet Union, and elsewhere--have killed or displaced millions of people. Understanding and controlling these wars has become one of the most important and frustrating tasks for scholars and political leaders. This revised and expanded edition of Nationalism and Ethnic Conflict contains essays from some of the world's leading analysts of nationalism, ethnic conflict, and internal war. The essays from the first edition have been updated and supplemented by analyses of recent conflicts and new research on the resolution of ethnic and civil wars. The first part of the book addresses the roots of nationalistic and ethnic wars, focusing in particular on the former Yugoslavia. The second part assesses options for international action, including the use of force and the deployment of peacekeeping troops. The third part examines political challenges that often complicate attempts to prevent or end internal conflicts, including refugee flows and the special difficulties of resolving civil wars.' | http://www.amazon.com/exec/obid | Date Added: 11/15/2003 |

Opportunities Missed, Opportunities Seized | Report Error | Author: Bruce W. Jentleson | Publication Date: December 1999 | Publisher: Rowman & Littlefield Publishing | Description: 'The basic logic of preventive diplomacy is unassailable. Act early to prevent disputes from escalating; reduce tensions that could lead to war; deal with today's conflicts before they become tomorrow's crises. Yet as we look at the record of these first years of the post-Cold War era, it is quite mixed. There have been some preventive diplomacy successes and opportunities that have been seized by major powers and international organizations to help preserve and protect the peace. But there also have been other opportunities that have been missed, with some of the century's most deadly conflicts the result. This study examines ten major post-Cold War cases including Croatia-Bosnia, Rwanda, the Baltics, Russia-Ukraine, Macedonia, and North Korea to assess the key factors contributing to both the success and failure of preventive diplomacy. The method of case study analysis employed is based on the work of Alexander L. George. Authors include both leading academics and prominent policy officials with first-hand knowledge.' | http://www.amazon.com/exec/obid | Date Added: 11/22/2003 |

Peoples Versus States: Minorities at Risk in the New Century | Report Error | Author: Ted Robert Gurr | Publication Date: 2000 | Publisher: United States Institute of Peace | Description: 'The book offers an expanded and updated perspective on ethnic and nationalist conflict throughout the world, as well as efforts to manage it.
Ted Gurr surveys the behavior of 275 politically active ethnic groups during the 1990s and pinpoints the factors that encourage the assertion of ethnic identities. Whereas his highly acclaimed 1993 book presented a disturbing picture of spreading ethnic violence, this volume documents a pronounced decline since the early 1990sa decline attributable, in part at least, to many states abandoning strategies of assimilation and control in favor of policies of pluralism and accommodation.
Nonetheless, Gurr identifies some ninety groups as being at significant risk of conflict and repression in the early 21st century. And he cautions that the emerging global regime of principles and strategies governing relations between communal groups and states is far from perfect or universally effective.' | http://www.amazon.com/exec/obid | Date Added: 10/4/2003 |

Russian Pluralism, Now Irreversible | Report Error | Author: Uri Ra | Publication Date: 1993 | Publisher: Palgrave Macmillan | Description: 'The dissolution of the USSR marked also the end of the communist system. However, its replacement by a working democracy is not assured. First, a 'civil society', built upon a pluralistic infrastructure, has to be established. This requires the achievement of a 'law-based state', pluralism in the political media, an unshackled media and freedom of religion. Bringing together experts in various fields, this book questions whether such an infrastructure is yet firm enough to preclude reversion to an authoritarian system. Current events in Russia form an experiment of great importance to the future of the international system.' | http://www.amazon.com/exec/obid | Date Added: 10/26/2003 |

State and Nation in Multi-Ethnic Societies | Report Error | Author: Uri Ra | Publication Date: 1992 | Publisher: Manchester University Press | Description: 'Ethnic and national sentiments and aspirations have replaced ideology as the chief force in international politics and this phenomenon is likely to characterize the next century. This pioneering work provides an examination of the origins of ethnic conflict and suggests a conceptual framework for addressing the problem. It reassesses overlooked approaches to ethnic conflict resolution which apply directly to states threatened with disintegration, such as the USSR and Yugoslavia.' | http://www.amazon.com/exec/obid | Date Added: 10/26/2003 |

The Absence of Peace: Understanding the Israeli-Palestinian Conflict | Report Error | Author: Nicholas Guyatt | Publication Date: August 1998 | Publisher: Zed Books | Description: 'Guyatt, a Cambridge historian and visiting scholar at Princeton University, has conducted some solid research on the current Middle East peace process and concludes that the Oslo Agreement is a failure, primarily because of Israeli intransigence and public policy. The background provided is a rather stilted version of the history of Palestine, which, according to the author, was wrenched from its rightful native inhabitants by Zionist interlopers. Expropriation of Palestinians' land led to the development of the violent trappings of Palestinian extremism and anti-Israeli outbursts. The Oslo Agreement, the author concludes, was doomed from the start and never really had a chance to succeed because Israel had no intention of honoring it. Palestinian self-determination and independence can only be achieved when the remnants of Israel occupation are totally eliminated. While his approach is not particularly balanced, Guyatt spells out his perspective in clear terms and provides the reader with an articulate understanding of the Palestinian position.' | http://www.amazon.com/exec/obid | Date Added: 11/22/2003 |
